The WHO emphasises that hypertension can be prevented and treated, but few countries are currently doing it effectively. The
HEARTS technical package was launched in 2018 and is a public health approach to managing hypertension and other CVD risk
factors, such as dyslipidaemia, at the primary health care level. It includes six modules and an implementation guide. The WHO-

HEARTS technical package has been implemented in nearly 40 member states and demonstrates that hypertension can be
controlled in large-scale national programmes based in primary healthcare facilities and communities.
Improved global blood pressure control to ≥50% of the population would avert 76 million CV deaths, 120 million strokes, 79 million
myocardial infarctions, and 17 million cases of heart failure between 2023 and 2050.

Modifiable risk factors, such as body mass index (BMI), systolic blood pressure (SBP), non-high-density lipoprotein (non-HDL),
